Best used first cars for new drivers: safe, cheap to insure, under €10,000
A first car for a new driver should be safe in a crash, cheap to insure, cheap to repair and easy to park. This list covers used superminis and city cars whose whole-generation median asking price on AutoScout24 was under about €10,000 in November 2026, with the Euro NCAP rating and the year of the test for each one. Insurance groups are quoted from UK sources as a guide; insurers elsewhere in Europe use their own classes, so get a quote for the exact car before you buy. If you are buying new instead, see the best first cars, which covers current models with modern driver-assistance systems.
The cheapest cars here are older designs, and Euro NCAP tests became stricter over time, so a four-star rating from 2014 and five stars from 2009 are not directly comparable. Before you buy, follow the steps in how to buy a used car and take the used car inspection checklist with you. The Polo and Golf have full Polo and Golf used buying guides.

How we chose
Data. Used prices are AutoScout24 asking prices from eight EU countries collected on 5 November 2026: median and the 10th to 90th percentile range for the whole generation. Launch prices are ADAC list prices in Germany. Prices depend on year, mileage, engine and condition.
Selection. Superminis and city cars with a median under about €10,000 in November 2026, at least 600 offers and a Euro NCAP rating of four or five stars. Safety comes from Euro NCAP, insurance from UK insurance group lists, reliability from the ADAC breakdown statistics 2026 and owner surveys. Small engines with manual gearboxes were preferred because they are cheaper to insure and simpler to maintain.
Ranking. Editorial: crash rating and test year first, then insurance and repair costs, then price.
Frequently asked questions
What is the safest used first car under €10,000?
Among these cars, the Ford Fiesta Mk8 has the newest five-star Euro NCAP rating, from 2017, and a median of about €9,500 in November 2026. The Golf VII (2012) and Kia Rio III (2011) also have five stars, but from older and less strict tests.
How do insurance groups work for a used car?
In the UK, cars sit in groups 1 to 50, with group 1 the cheapest to insure. The group is set at launch and stays with the car. Other European countries use their own classes, so ask an insurer for a quote on the exact car.
Is a four-star Euro NCAP car safe enough for a new driver?
It can be, but check the test year and the details. The Hyundai i10 and Toyota Aygo earned four stars in 2014 under stricter rules than the Polo V's five stars from 2009, so the star count alone does not tell the whole story.
Should a first car be petrol or diesel?
Petrol for most new drivers. Small petrol engines are cheaper to buy and to insure, and diesels with particulate filters need regular long runs. All the recommended versions in this list are petrol.
